Game suddenly locked at 60FPS

I lost connection midmatch (router restarted for some reason), it wasn't rejoining so I closed the game while it was on the "Connecting to match" screen, after that, game was locked to 60FPS (only in game, menus did jump to my usual UI limit of 90) I tried changing settings, display res, using FPS_MAX, going back to dx11 (which works below 60) but I can't get it past that. Vsync is off.
No clue what to try.

R5 7600
32GB RAM @ 5600MT/s
Monitor: 1440p@180Hz

It was either of these 2 things:
1 - AMD software (adrenalin) , even though it didn't recognize the game before (neithed it did limit the FPS on the menu), when adding the .exe to it, showed "Radeon Chill" as enabled by default for it. maybe it was this. (it was globally disabled though)
2 - Some weird setting on the citadel/cfg/video.txt file, deleted it and that fixed it.
