Game stuttering repeatedly "Slamming client tick to server tick."

Game started stuttering and lagging repeatedly a few minutes in. Restarting & rejoining did not fix it. Console kept spamming the following message:

[Client] Current tick is 78477, but we have received a message for tick 78482. Processing all messages up to 78481 now.
[Client] Slamming client tick to server tick. abs( server tick 78481 - client tick 78476 = 5 ) > ( cl_clockdrift_max_ticks 3 + sim ticks 1 = 4 )

Changing launch options or verifying files integrity did not fix it.
 
After a full reset I went into another game, the same issue persisted. This time with far worse lag.

[Client] Server is reporting is received command 2091 on tick 3033 (first), but we don't have a timestamp when we sent that
[Client] Server is reporting is received command 2090 on tick 3033 (history), but we don't have a timestamp when we sent that
[Client] Server is reporting is received command 2089 on tick 3033 (history), but we don't have a timestamp when we sent that
[Client] Server is reporting is received command 2088 on tick 3033 (history), but we don't have a timestamp when we sent that
[Client] Server is reporting is received command 2083 on tick 3033 (history), but we don't have a timestamp when we sent that
[Client] Server is reporting is received command 2091 on tick 3034 (first), but we don't have a timestamp when we sent that

Abandoned so the rest don't have a bad game, and got banned. An unban once this is fixed would be lovely. GG.
