game freezes for 1 - 2 seconds randomly

im not alt tabbing, its on SSD, other games can run smoothly, this is happening after few recent updates and it was fine when the game first launched global, restart wont fix definitely, any character, any moment, i suspect its shop causing this as the game sometimes freezes for a sec on opening shop.

using AMD. on game start it tells i have "graphics out of date" and i have to update, which AMD software tells its already updated.

+1: game is consuming more than half of a 16gb ram?
