Not sure if this is a cause or effect, but -
I have a 4090, 7800X3D, 32 GB RAM, and my monitor is an Alienware 3423DWF OLED. It has a max FPS of 165mhz. So I set a hardware limit of 163 in the Nvidia control panel, and set an in-game limit of 163 for both Dashboard Max and In-Game max FPS.
I noticed, most often when I'm near the bridge during laning phase, that my game stutters horribly, and during these times, the FPS counter in the lower right kinda goes wild - it jumps up to 170+ FPS, 172, 174, 175 - which is impossible - before falling back down again to 163 or below, and the stutters stop.
Just a guess, but it seems the game is ignoring the FPS limits I set and attempting to push more than my monitor can handle
