When you launch the game for the first time in a day, it will create a completely empty folder with that days date in "Project8Staging/game/citadel/rpt" and then do absolutely nothing with it. It never makes any files in there or anything, it just creates the folder.
If I had to guess its probably a folder used in debug builds that for some reason the game also makes on release builds, even though it does nothing with it.
