So Arcane surge seems to have issues with targeted abilities in general. It doesn't actually let you cast from the improved range when you have the buff, it starts to cast but it fails.
I also just noticed that even though surge shouldn't give items more reach, the game acts like it does. So if you have quickcast on your items, you will see a targeting icon from further away, and again, it acts like it is going to cast but it fails until you get into the normal range.
This is really frustrating as it can mess up item/ability timings, and you might assume that it was cast, but it never was. Video example with Decay attached
