Frames will become radically unstable after playing for a few minutes

After playing the game, about 15 minutes into a match typically my frames will drop from a clean 60 to ~20, sometimes only to ~40. It's not a sudden cap either, it'll jitter and spike between 60 and 20 until I restart the game, where it remains perfectly stable for the next while. If I'm lucky, it just stops after a few restarts. I think I'm not the only person struggling with this, as I've seen a lot of mid-game pauses, disconnects and rejoins.

Last major update I had a similar issue, but if I didn't quickly close the game my PC would bluescreen. Now it isn't bluescreening, at least not so quickly, so that's... an improvement. It's just frustrating that this bug, if it is the same bug, came back in this major update.
 
I changed my renderer FROM Vulkan TO DirectX and haven't had the serious stuttering-until-restart problem, but instead I had hard, short spikes that varied in frequency.

Then the issue completely went away with the patch that introduced Silver. Possibly fixed? For DirectX users, at least?
 
I get -30 frame lag whenever I face mid for a little bit. It usually fixes the issue after a few seconds, but other people have also been experiencing frame deterioration.
