Maybe one item for Weapon and one for Spirit

Weapon item passive - Deal 25% more weapon damage to enemies above X height


Spirit item passive - Deal 25% more Spirit damage against enemies above X height

Idk what cost or stats but this could be a great addition to the game

There's already a pretty good item against flyers called knockdown. This item seems pretty boring compared to the anvil, so I'd pass.

As mentioned by Gimmiekey, there's already a good item for this purpose. My two cents: the item lacks a 'feel-good' component—just adding damage is usually pretty boring for a counter item like this aims to be. On top of that, it would be a visual nightmare for everyone involved due to the constantly changing height of characters on the map, from stairs to small jumps, or even something like a lash ult.
