Extremely Low FPS Issues on High-End Laptop

I've been experiencing a frustrating issue with my gaming performance and I'm hoping someone can help me out. Here are my laptop specs:

• GPU: 4080 Laptop
• RAM: 32GB 5600Mhz
• CPU: 7945HX

I have disabled the integrated graphics to ensure it's using the dedicated GPU. During gameplay, I can see that the GPU is running at full power (175W) with 100% usage. However, the average frame rate is below 60 FPS, and during intense battles, it even drops to around 20 FPS. This is really frustrating given it's a 4080.

I'm using the latest GPU driver (version 556.12) and my operating system is the latest Win 11 Insider Preview from the Dev channel. I'm not sure if the issue is related to my system setup.
