Steps to reproduce bug
-Play hero that has an ability that gains the ability to become charged as you level it up (Infernus flame dash, Lady Geist life drain)
-Buy extra charge
Expected result
Ability gains charge
Actual result
Ability does not gain charge at all.
Note: This does not seem to affect rapid recharge fully as these skills will gain a single charge upon its purchase however still will not gain the other from extra charge and be left with only 2 incase of Infernus' flame dash or 3 with life drain. This was also not the case when the item shop rework first launched as it worked as intended originally on may 8th
