Eternal Night not effecting Mo and Krill whilst using Burrow

This is a bug I've noticed in a few games recently where Drifters Eternal Night 'projectile' will lock onto a mo and krill while they are burrowed but will only hit + blind them once they emerge. Exampe match code is 74605461 and it happens at 17:30, where you can see the debuff icon only appears on the Mo and Krills health bar once they Emerge.

this bug is actually very widespread and happens with many similar projectiles. (Decay, Old Wraith Ult, Curse, Etc)
