"Enable Cheats" in "Custom Match" does not allow inserting Cheats - cvars / operator'ing yourself

Issue: Custom Match does not allow servers' cvars change despite having "Enable Cheats" on in settings.

Why important: It is fun very fun I want to play with friends AND have custom settings like sv_gravity 400 or citadel_hero_testing_enabled 1

Steps:
1. Go to "Play" Table in the Lobby.
2. Choose "Custom Match"
3. "Create new Custom Match".
4. Configure Custom match
!!!_4.1 "Cheats Enabled" (drop-down list - left pane)
____4.2 Join any team
____4.3 Choose a hero by clicking "Ready up" -> "Play"
____4.4 Click "Start Match"
5. Open Console:
____Option A: Input any sv_ cvar like "sv_airaccelerate 1000"
________Observed: [Console] Can't change replicated ConVar sv_airaccelerate from console of client, only server operator can change its value
________Expected result: sv_airaccelerate 1000
____Option B: Become Operator
________B.1 Introduce a password for becoming server operator by typing "rcon_password [PASSWORD]".
________B.2 Try becoming an operator by typing "rcon [PREVIOUSLY_ENTERED_PASSWORD].
____________Observed: Unable to connect to remote server (127.0.0.1:27015)
____________Expected result: you become operator, you can now enter any cvar like sv_airaccelerate and it works.
