I've been testing Kelvins new movement slow - which now slows targets for a maximum of 60% movement speed. So on a character of 6.5m/s their movement speed is reduced to 2.6m/s which all checks out.
When I add the item "Mystic Slow" which offers an additional 30% movement slow on spirit damage the new movement speed is 2.0m/s.
Has there been an introduction of a hard cap for movement speed reduction? because by my math I can't see how the movement speed would be 2.0m/s without one. Math Below

- Initial Movement Speed: 6.5 m/s
- Ability Slow (60%):
- New speed = ( 6.5 \times (1 - 0.60) = 6.5 \times 0.40 = 2.6 ) m/s
- Item Slow (30%) applied after the ability:
- New speed = ( 2.6 \times (1 - 0.30) = 2.6 \times 0.70 = 1.82 ) m/s
Any clarification on how the Ability movement slow % interaction + the Item movement slow % interaction is working would be appreciated.
