similar to witchmail but with weapon defense and maybe something unique like a little extra ability size and spirit power
after getting hit by (x) bullets AND OR on hit effects, reduces a random ability's cooldown by y seconds
the icon will just be a helmet or hat with light bulbs sticking out of/strapped to it
naming is also thematic since its a very direct counter to tesla bullets
hopefully just a nice little soft punish for everyone mindlessly stacking inhibitor/silencer/siphonbullets
the receiving buildup should be adjusted for enemy hero bullets the same way application of on hit items work: that is, if a character has inherent attack speed, each of their bullets will build up a lower % of the requirement to proc edison helmet. in laymans terms it punishes a hero that buys attack speed, but does not punish a hero for naturally having attack speed.
subjectively I don't think plated armor has a sweet spot between irrelevant and overpowered (ok except in like 1/100 games but we need a higher hit rate than THAT)
