Easy mode bot; Kelvin stuck in an area and cant escape

I was playing with my friend doing a bot match and for around 10 min bot Kelvin was stuck in an area, unable to escape. He didn't escape, even after the match ended.

There are tons of similar bugs where the bots get stuck somewhere. It seems Valve isn't as concerned about perfecting the bots until the game features are finalized, since it doesn't impact the main game.
