Just an idea since it will be unique

No increase/decrease in damage but will reduce effects (applied buffs/debuffs)
No ults as probably too problematic on some heroes (Pocket).
All abilities so that most heroes have some sort of trade off.

Will mostly result in more burst damage instead of extra/more damage

Probably some heroes where it's just too strong and too hard to balance (Geist).

6400 probably too expensive
 
Total damage remaining the same would probably be a calculation nightmare with tons of special cases. What would be the damage dealt for abilities that deal current health ticks? What about haze ult which makes her shoot, would it increase the fire rate even more during it?

Also currently you can scale abilities by simply buying damage items, you get more damage and you keep the duration.

I could see an item like this exist if it were simplified and make the duration more of a downside.

Something like "-25% ability duration, +50 spirit power" stat stick kinda item, similar to weighted shots. Although not every hero needs duration so it should probably be CDR instead.
 
While I think conceptually this is really cool it just seems like it would be kind of hard to balance around ngl. I can also see their being so many bugs around this since I just don't think any of the abilities are coded in such a way to make this work XD
