Drifters' Stalkers Mark doesn't count as active combat

If using the ability from a distance, drifter is not put in 'combat' and still has out of combat regen effects. This also causes Spellslinger to not be able to stack both from the initial cast or the TP. It does count when drifter is already in combat and then casts the ability.
