This is a "transform ult" hero, similar to how Shiv was originally supposed to be, I assume a Jekyll to Hyde transformation is cheaper and more doable as opposed to human to werebeast, since both forms will be using similar models and animations.

Lore:
Henry Jekyll III is the grandson of James Jekyll, whom after the sudden disappearance of the original doctor Henry Jekyll was the recipient of his small fortune and personal belongings, including his lab notes, some of which proved to be very much noteworthy.
Up until the Maelstorm, the Jekyll Consortium, which was founded using such notes, was a steadly growing chemicals and healthcare company. however, it failed to adapt to the post Maelstorm world, while it is was still operating and the products enjoyed a decent amount of sales in both Europe and Americas, it was only a matter of time before the dwindling resources of the company would fall to the magical, unorthodox methods of it's rivals.
Henry Jekyll III was determined to change that, and he was willing to do much to see the legacy of his family prosper, he searched far and wide for solutions, and ultimately found that the solution was resting in his manor all this time, in the form of some notes from the late Henry Jekyll which both his father and grandfather had considered to be undecipherable.
The results were more than satisfying, strange potions that alchemists would dedicate lifetimes to their discovery, tonics that could cure the uncureable, to only think that Henry Jekyll had access to all this nearly a hundred years before the Maelstorm.
However, Jekyl III was paranoid, and insisted on personally preparing and testing each and every one of the solutions, the exposure began to change him, a new Jekyll was emerging, ruthless and cruel, the things the new Jekyll was willing to do to see the Consortium prosper ranged from questionable to outrageous, at times it seemed that he does things just because he enjoys them and the Consortium had little value to him.
It is not known what exactly he wants in the ritual, or even exactly which one is here to participate, is the old Jekyll trying to take back control? Or is the new one planning something for the world at large?


Abilities:

1) Corrosive Solution (charged, stackable)
Throws a jar of highly corrosive chemicals, enemies caught in the blast area are coated in the solution, which deals damage over time and lowers their bullet and melee resistance (not stacking). (Also does not cause damage on impact).
While Hyde: stacks also cause the resistance debuff and do 1.5x the original damage

2) ??? (Actually I have no idea about this one)

3) Miracle Tonic
Target a friendly hero (or self) to apply a tonic which removes debuffs and applies health regen
While Hyde: tonic works in an area around the hero receiving the tonic, other heroes have their debuff time and stack halvened and not removed.

4) New Me
PASSIVE: you build "creeps" as you deal or take damage (dealing damage gives less creeps), to use this ability you must be at full creeps.
ACTIVE: change form into Hyde, in this from you gain a large speed boost and have the "Crazed" buff which is similar to unstoppable, but only grants immunity againt's stun (including parry stun), root, sleep, cage, movement slow (including things like Holliday barrel cancelling momentum) and forced movement (shoulder charge, luggage card), all other debuffs still apply and this ult in itself will not cancel any debuffs. Crazed buff sticks until ult ends.


I am probably going to edit and refine this when I get the time, until then I am waiting to hear your opinions.
 
For second ability, maybe since all his abilities are duration-dependent have something like a passive that extends durations of ongoing abilities/items as you deal bullet damage or something?

With his chemistry theme increasing duration of Alchemical Fire would also seem thematic.
