Same as before. Numbers, can always change, think of him in a way you would consider balanced, yadda yadda. You get the gist. Here's how he's supposed to play:
Xavier is a Roamer/Support hybrid, and is somewhat more of a traditional support in terms of buffing and such. He benefits heavily by roaming as his 3rd ability gives him unique bonuses by collecting buffs from the golden statues littered around the map. He is also encouraged to gank other lanes as much as possible thanks to a combination of his 1 and 2; run to an ally lane, then give them great weapon buffs, and permanent stat boosts as well. He isnt a very good 1v1-type hero, but has brilliant poking and conditional damage to soften up enemies for his allies. His 4 is incredibly powerful if the enemy neglects his presence, allowing him to deal lots of damage in an infinite terrain-scaling forward and backward line, which can also deal even MORE damage to tankier heroes like Abrams, Geist, etc. His effectiveness is purely grounded, however, as he possesses NO ranged skills, forcing him to rely on allies or his gun to take out airborne heroes.
