Despite what is stated in the patch notes conditional damage still does not work on Silvers "go for the throat"

All other abilities are affected as they should but go for the throat is not

I also witnessed this recently.
Note that this is not observed with Boot Kick's initial damage, which DOES get applied.

I've put up a video to demonstrate and add to this thread. I used Point Blank and then another 3200 Weapon item to match investment.
