Debuff Remover active

Allow active use of Debuff Remover to remove enemy abilities that last for a time.

Debuff remover already removes a lot of abilities. Some abilities (mainly stuns and sleep) aren't able to be removed, otherwise debuff remover would become a better unstoppable.

I expected the item to break Lash's whip, by all logic it should have, how surprised I was when it didn't.
