Deadlock should not use Steam's language for Rich Presence

I noticed that Deadlock uses the language set in Steam to display Rich Presence text, instead of respecting the language selected in the game itself.
This does not happen in other Valve games (CS2, Dota 2, and TF2), which always follow the in-game language regardless of the Steam client language setting
