OS: Windows 10
How to reproduce:
1) Remove en_US keyboard layout from your keyboard layout list (you might need to remove en_US localization for that, I'm using en_GB in my case)
2) Launch the game
Huh, does the same thing for me, except it doesn't add it in the prefered language settings... (so it doesn't look like it's easily removed) have you tried restarting your computer to see if it's temporary?
Yep it's temporary and rebooting helps, you can also manually add the en_US layout in language settings and then remove it to solve the problem without reboot
