Czech keyboard hotkeys

When using the czech keyboard layout, the "y/z" and "z/y" keys work correctly for item usage but are flipped for item assignment.

Same behaviour with the german ISO-DE layout.

Bumping this one, seems to be a Qwerty <-> Qwertz problem
