It isn't well described on the tooltip but Grey Talon's Spirit Snare and Cursed Relic apply a very short stun to cause the interrupt effect. If a target is already effected by a cursing buff, reapplying that curse will not reapply the stun and interrupt.
Additionally the buff removal effect of Cursed Relic cannot apply to units that are effected by curse
