Crashed and wont re-launch due to integrity? Wont verify or redownload

Some "citadel" map file was corrupted and I crashed mid game. Verifying integrity button fixed it but I had to restart steam for it to allow it otherwise it got stuck on downloading

for me it seems like no matter what I'm stuck at 0 until the game is over, which I know makes no sense. But whether I restart steam, reboot my pc, it still won't download or verify for a little while. then I get to come back to a ban.

Yes I think something weird is preventing you from redownloading the match files until it's safe to leave it happened to me.

Been happening for months, you just have to wait like 5 minutes. They fixed it a while ago but broke it again a week or 2 ago.
