Cooldown items

Really miss some more active ways to lower cooldown than only the passive items.

Something like.
1: Lower cooldown on damage to heroes or creeps.
2: Lower cooldown on damage taken.
3: Lower cooldown on hero kill.

that will allow you to endlessly reset in big fights or sustain in small skirmishes, we already have tier 4 general refresher and tier 4 ability refresher.
In this game two or more uses of same ability will let you wipe whole enemy team by yourself. So it is bad. Some heroes like shiv have resets per hit or kill with ability points.

Like a rapid recharge upgrade? I think it can work. Balance wise, im assuming only a percentage based on hero kills. Otherwise a reset would be too broken
