Cooldown items not reducing cooldown of Mirage mark application.

I don't know if it is a bug or a feature but the cooldown for applying multiplier stacks on mirages 3 isn't affected by cooldown items. It takes 11.25 seconds to get to full 12 stacks both with and without superior cooldown.
