The numbers will definetely need tweaking. You get this item if you did phenominally in the lane and then try to gank. Maybe make it 3k, reduce stats and increase CD.

Seeing them anywhere on the map for 40s would be a bit annoying for the enemy, maybe something like the enemy leaves a short trail behind instead.
Could also do with a slightly different name, like "Wanted enemy" or "Assassination contract" to make what kind of contract it clearer.
Otherwise I like the idea, seems like a great counter item against fed enemies and a way to comeback from the game. Although you should probably mention "takedown" or "kill or assist", since straight up killing them can prove difficult in deadlock.

Maybe make it so the marked enemy is seen for like the first 5 sec of the duration? That way you can see the general direction the enemy is at, if they are just farming camps and not being spotted by your creeps. I like the name change to Assasination Contract. And i made it specifically say "kill" to prevent group ganking(or at least weaken it, since you NEED to leave the killing blow to the person with the item). Maybe you could do it so that you won`t loose souls if the enemy dies from other heroes, but don`t gain anything either. You know like how Vindicta gains souls only when landing a killing blow with the ult.

Yeah for 5 seconds sounds ok

The difference with vindicta ult is that it's a free ability a hero has AND more importantly, it deals a lot of damage, which is higher when the target is low

For the item, if someone just doesn't see you have it, both of you shoot at the enemy, and they happen to take the last shot, it just becomes really frustrating. It's more of a QOL thing to let it work on assists too.

If anything I propose something else: Instead of gaining extra souls on kill, the souls are simply added to the kill value for that enemy, this way, whoever gets the kill gets the souls, and if you assist someone in killing them, you split the souls with the same rules for a regular kill and assist.

But then supports could abuse this to make their cores farm faster. A slight change that i would add is making so that the person with this item is needed(atleast in assist) for the extra souls. And when the item holder gets the kill, he gains 750 souls(the others get the normal value), when he getts an assist - 500 souls are added to the kill reward and split. This still encourage the person who bought the item to get the kill, but still has a bonus on assist. Not sure how you will word everything on an item though XD

I think you're moving into the territory of changing it to "kills and assists" as I originally said.

Also, supports abusing for faster core items? This game doesn't really have roles nor does it require anyone to give up their farm to a carry. Everyone needs farm and about the same amount. This isn't abusable this way in this game.

It is abusable, some heroes scale WAY better with souls than others(good luck dealing with haze as kelvin when you both have 25k souls, if you didn`t specifically buy every item to counter her). And this allows you to basically spoonfeed your already overfarmed(and thus better at killing) hero MORE souls. And i don`t really agree about roles thing you said. The game doesn`t FORCE them, but you can buy Rescue Beam, Divine barrier, Alch fire, knockdown, slowing hex, and other such items, and be a good support for you team on heroes like kelvin, even though you will have lower networth.

I know what i am saying, i played support kelvin a lot, and had a great impact while having the lowest ammount of souls on my team
 
And the game WILL have more heroes who will make better supports than cores in the future. Dota didn`t have any roles when it came out, but the players themselves noticed that certain characters could do more as a support while the others make better cores. No one forbids you from building witch doctor as an unkillable killing machine with a ton of aoe spell dmg and healing, but don`t expect this strategy to win you a lot of TI`s(though there were cases where traditional support heroes were built like cores in tournaments).
