Constant Stutters in Game

CPU: Ryzen 7 5800X
Ram: 64 Gigs DDR4
GPU: MSI 3080 12Gigs

Drivers are up to date. I have tried super low graphics, high graphics, every combo possible.

Ive monitored my Task manager during the game to see if any one area is spiking and nothing.
Its not FPS drop either as Ive monitored my FPS during a game.

I have missed so many soul secures, died from stutters, and just overall making the game unplayable.

Edit 1: I forgot to mention I have played in Full Screen and Windowed Borderless mode in an attempt to fix it. Nothing.
Borderline ready to uninstall the game despite having a so much fun with it.

I have been having this issue the past week and a half though. Its just gotten worse and not better.

I literally just abandoned a match. Second time ever because it is stuttering so bad. Literally every other frame. The only game that is doing it.
Wont be playing until it is fixed.
