Clarification on how melee abilities scale with weapon damage?

It seems that weapon damage doesn't improve damage for abilities that scale with melee, even though weapon damage improves literal melees. This applies to every ability that applies melee damage that I have tested so far. Is this intentional or bugged?
 
to clarify, i believe its only conditional damage that is not being calculated for melee abilities, as items with gun damage stats as static still apply correctly
