I would like to know who I could talk to who is in charge of the chat ban, i am getting banned every time and i am not even talking is it a bugg or something? i tried to talk with yoshi or someone on Discord but as expected they don't respond.
Welcome to Valve chat bans. After playing Dota 2 for about 10 years, let me teach you what you're in for:
1. Chat bans are completely automated. If you get an X number of reports in Y amount of games, you get punished. Nobody reviews them, I can promise you that.
2. Because Valve also uses automated reports to determine your 'behavior score', you are pretty much at the mercy of how sensitive your teammates are (or how much they abuse false reports). If you get reported enough times, legitimate or not, you will be deemed undesirable and placed in some shadow pool.
3. There are no appeals because the best paid software engineers in the world have more important things to do than review their flawed punishment system.
I experienced the same thing as you. I was kinda toxic in a few games and got muted (completely fair). Then I got unmuted, played one game where I was like.. mildly argumentative at most? I called the enemy a coward for not pausing for a disconnected player basically. GIGA toxic, should be prevented from interacting with humans for the rest of my life.
IMMEDIATELY after the game - week mute. I'm sure it was reviewed by the wisest members of the behavior score council, also known as an if-else statement.
So basically, your best bet to never getting chat banned is to never communicate at all, in a cooperative, competitive, social game.
