can't use item extra charge

I asked the build of a mate, wanted to redo his build, and i noticed that this item and an other one is in grey, he checked and for him it was fine.
I then tried to see for other champs and some have the extra charge some have not. bug ?

Geist doesn't have charges, you can't buy it on someone that doesn't have an ability with charges
