As previously stated, candle minions occasionally drop from the sky-rail-thingy onto the floor, perhaps at an angle which intersects strangely with the map's collision, causing them to never leave their container. Other times I have seen candle minions floating mid-air around the walker areas, but I don't have screenshots of that, nor did I witness the moment in which they fell into collision causing them to float like so.
