Can no longer use hotkeys to upgrade spells (if spell hotkey rebound)

When holding 'Alt' I can no longer upgrade spells that have been rebound using hotkeys. My 1 spell has been rebound to 'Q'. If I press 'Q' whilst holding 'Alt' nothing happens. If I press '1' whilst holding 'Alt' the spell still upgrades, even though the spell is bound to 'Q'.

Note: I have not rebound my 1 key.

It isn't a modifier key in that sense. These are individual keybinds you can set to whatever you want in the menu, and yours are just still set to the default alt+number.
