Can hear team members in voice chat, but not my party member that I queued with.

I can hear the other members of my team, and other members can hear him, but I can't hear him in voice chat. Settings posted below. Tried to uninstall but the issue persists.

i also have this problem with my friend, we use discord but he doesn't know when im talking or not
