This still happens. It happens to me at least once every match.
Latest match, it happened twice. This helped me show how it can be reproduced:
If Calico is stopped in any way while leaping for her 2, she will be stuck like that until using 2 again.
In this case, I was slept by her dagger. It also seems to happen if you die mid-leap, applying to your next life.
It disables several actions (like dashing, as mentioned) and so should be considered a rather severe bug.
