While there is likely a good reason why there are no T1 items with AOE properties, I thought it might be worth pitching a concept that was one to see how balanced it could be.

Burning Flask is a T1 component of Alchemical Fire that can apply extra pressure in lane, punishes stuns and camping, and forces repositioning.
Uses for this item include:
-Forcing covered enemies to reposition (mainly useful on characters like Abrams who have no projectile abilities, or characters like Talon or Paradox who want to force a skill shot).
-Punishing a melee stun (or any stun for that matter).
-Clearing farms and objectives (although the heavily reduced damage against non-heroes should prevent the item being used exclusively for farming).
-Pairing well with certain hero abilities (such as M&K's Combo, Vindicta's Stake and Seven's Static Charge).
-Buying with the intention to upgrade to Alchemical Fire later.
Due to the low DPS and small radius making this item difficult to use, the initial burst of the item deals slightly extra damage. I didn't include Alchemical Fire's bullet resist reduction, since a T1 AOE by itself is quite strong.
Like Alchemical Fire, Burning Flask starts at reduced/50% power (9 DPS), slowly ramping up to 100% power after 3 seconds (20 DPS).
The range is extremely small, but still big enough to cover corners and tight areas. That way it's harder to abuse offensively since it's not too difficult to avoid the AOE, but it can still be used to force repositioning if it's placed in a good area.
