Bullet hit box cheat?

This game I encountered a Vindicta who got 30 kills in 15 minutes. His shots can hit about 2x2 meters aoe(rough estimate). He also doesnt even need to aim when using ult. he just needs to press 4 then it shoots the enemy on the head.
