Build Editor - allow moving items around in categories

Currently, to change the position of an item in a category, you have to remove and re-add the other items. You should be able to drag and drop the items around the category. This should also work for moving items from one category to another. It would be nice to have a drag and drop rearrange for the ability point order also.

This would be so helpful, making changes to builds is currently very annoying if you're trying to keep items in buy order. Additionally, dragging entire categories would also be great.
