Alt Tab out, Alt Tab back in, try to do anything for 0.5-1 second and nothing works and is very stuttery/reminiscent of packet loss. Red dot in bottom right corner during.

This happens to me too in Fullscreen mode, going windowed or Borderless Windowed mode does not do this
