[Build 4,364] Ivy tether can not be upgraded or imbued while it's active

Ability cannot be upgraded by clicking it, or holding tab and pressing ability key if the tether is active.
(You can see character shooting instead of UI being clicked)

[Build 4,364] Bump to this because it is still an issue. Ability can not be imbued or upgraded while it's active.
