This has to be a bug, right? I avoid a hero, for all the times I que, and the majority of games I play I encounter that hero. What is the point to the "avoid a hero" button if you continuously encounter them throughout your time playing?
Very little of the time the hero I want is banned. And it's not a niche ban either. I usually ban graves because I don't enjoy playing against her. It's not fun.
