Bots Prevent Spectators from Substituting

A little hard to replicate as it requires a player to leave, but when a bot takes over I'm pretty sure it's preventing spectators from substituting in, making the game a complete loss as the bots just feed.
I'd actually prefer they stayed in spawn and didn't take over, as it is now it's a guaranteed loss because players just hunt the bot.
