Billy's upgrade on second ability does nothing

The second upgrade of Rising Ram does nothing - it does NOT improve either enemy's time spent in air, nor time charging forward, nor Weapon Damage Duration.
This also indicates that "0.3s" hourglass is likewise does nothing.
Please fix!

It's like a 80%-100% increase in distance travelled. If you're doing it point blank, the upgrade is not worthwhile.
