The idea is that, I think mid range heroes get easily overwhelmed by any high mobility/melee ability heroes and a control item like that could help with balancing out the fight by giving them a chance to regain distance or just slap and run. It feels like the magic carpet is also aimed at helping with this, but it just feels a little expensive at 6300 and situational.
