As the title suggests, it is possible to get Bebop's gun into a state where you are always spun up, but not zoomed in, and does not incur the movement penalty as well.
Steps to recreate:
1. "Toggle Zoom" must be on. Does not work without it.
2. Press M2 (or whatever zoom key you have assigned) and zoom in with with the gun. Then zoom out, but instead of pressing and releasing, hold the zoom out key.
3. If you did those steps correctly, you should see the wind up indicator on your cross hair and you should be in the regular camera position. Now as long as you continue to hold zoom and dont let go, you will have instant laser. (This works if you also continue holding through the reload animation, through he will still have to prime it.)
