Bebop Instant Cast Sticky Bomb Not Working

When using hero specific keybinds, setting Bebop's Sticky Bomb to 'Instant Cast' does not work. Pressing the keybind for sticky bomb does nothing.

Weirdly enough, when NOT using hero specific keybinds, having abilities set to 'Instant Cast' by default allows Bebop's sticky bomb to work as intended.

So, this only seems to effect Bebop when using hero specific keybinds and setting sticky bomb to 'Instant Cast'
