Bebop bomb not going off despite visual/audio cues

Several times during a match the following bug/issue happens with Bebop's bomb:
- I'm close to the enemy so the red reticle appears
- I press 2 and I hear the initial *beep* of the bomb's audio cue
- The bomb however doesn't go off, and by that point the enemy got away
 
I notice this issue is especially prelevant when using "arcane shift" and trying to use bomb on a practice dummy. It will hear a beep with no bomb being placed (the cooldown slightly goes on cooldown to then instantly refresh), and only when the arcane shift next ability boost is over, it will instead become a deny sound effect/visual que on the HUD.

For the extra bit of range that would not be covered with regular bomb placing FYI. 100% reproducible. Arcane shift has been a bit buggy (according to other users) with item synergies, target casts and duration going longer despite it visually showing such.

This has been an issue since forever. Look down to the similar threads section below this one. Its been reported many many times. Im assuming its a matter of rollback and netcode issues so its a little harder to fix than the average bug.

I think the best way to fix it is just to make the server communicate to the client about the sound later on. Ive never seen the bomb ring visual appear on a bugged ghost attach so just have the server send the cue for the sound at that point.
