Bebop bomb gets refunded (In high tense situations/teamfights)

I've had it multiple times now that im playing bebop and place a bomb on an enemy, followed up by an audible BEEP sometimes even two beeps only to get my bomb refunded and the game pretends like its never been casted.
However the damage i took trying to infiltrate to place those buggers does stay.
There is nothing else in the game capable of creating the same sound effect, im curious as to why my bombs get 'refunded'

Its really annoying because it happens atleast once or twice per match
i do run Echo but it happes both before i get taht item and after


I have recordings, please ask for them if they are actually needed.

I've found out that it just starts playing the 'beeping' noise but doesn't register the bomb.

it happens whenever you drop down on someone and they quickly dash out of your aim, but still within range that it would target them if you were to look at them directly.
 
This has been irritating for me too. Maybe it's rollback related? No idea what anyone's ping is in this game.
Either the sound effect should only play once the sticky bomb is confirmed to have attached to a target or the sticky bomb should be a little more forgiving and attach in these cases. Too many times I've retreated after I thought I stuck somebody. In actuality I walked in, took damage, and left.
